If are looking for the maps and tuner, it won't be in the mod's folder in COH 2 if you are not seeing them in game. I posted this problem on Reddit and someone said the folder was where downloads go but are suppose to unpack into the right folder. Those are the mods, maps, tuners downloaded from the workshop. In the referenced folder, the folders in there will be long numbers.

Go to the steam folder, go to userdata/some long number/ugc/referenced. SGA seach (the file type for mods, tuners, maps) and found them in a very weird location. For me, I have noticed that my downloads do not go into the Company of Heroes folder.
